Farmland between the Fraser and the hills

Maple Ridge holds its farmland in a band of low ground along the Fraser River. Much of the community’s Agricultural Land Reserve sits on those lowland soils, flat, workable and protected in places by dikes. Away from the river the ground climbs quickly, and the rural areas east of the town centre carry smaller acreages on rolling terrain that mix pasture and rural homes. Many ALR parcels here are held for rural living rather than active production, a long-standing theme in local agricultural planning.

That geography matters whenever soil moves. A grading project on a sloped acreage, a fill placement on a lowland field near a watercourse, and a plan to bring an idle parcel back into production each land in a different corner of the same regulatory framework. In our experience, applications tend to stall on soil information gaps, and that is the part of the file an agrologist can put right.

How Maple Ridge regulates soil

The City regulates fill under Soil Deposit Regulation Bylaw No. 7412-2017. The bylaw works through a Soil Deposit Permit that is valid for twelve months, and larger-volume deposits are referred to Council. Applications run through the Planning and Building department. Removal is treated separately, under the City’s Soil Removal Bylaw No. 6398-2006.

Two features of the local framework deserve close attention. On ALR land, the City requires a soil deposit permit for any importation of soil, and the material must be of agricultural quality or destined for an agricultural use. That is a soils question before it is a paperwork question, and it is the part of an application an agrologist is qualified to answer. Where lowland parcels sit within the floodplain, the City reviews fill placement so that fill slopes stay clear of required setback areas. Provincial rules apply in parallel on ALR parcels, and decisions rest with the ALC and the City.
