Titrin acted as the agrologist of record and file lead — preparing and securing an ALC Notice of Intent approval and negotiating environmental development-permit relief for a new farm access road in Richmond, then coordinating the build through Titrin's licensed builder and general contractor partner to completion.
Outcome
The Agricultural Land Commission approved the Notice of Intent, the City granted significant environmental development-permit relief, and the access road was built — taking the property owner from approvals through to a constructed result on a single coordinated file.

New Farm Access Road — Richmond, BC
A Richmond property owner in the Agricultural Land Reserve needed a new farm access road. Even routine farm infrastructure on ALR land can trigger a Notice of Intent to the Agricultural Land Commission, and on a site with environmental sensitivities the City’s development-permit requirements add a second, parallel approval. Both had to clear before construction could begin.
Titrin led the file end to end. We assessed the site and soils to ground the road alignment, prepared and carried the ALC Notice of Intent through to approval, and engaged the City of Richmond on the environmental development permit, securing significant relief. With approvals in hand, the build was delivered through our licensed builder and general contractor partner, from approved plans to a finished road. The owner had one file and one point of contact — the P.Ag. leading agrology and approvals — rather than handing off between an agrologist, a permitting consultant, and a contractor. The file reflects how Titrin works across Metro Vancouver and the Fraser Valley: full-cycle delivery on ALR and land-use projects, from assessment and ALC applications through municipal permitting and into construction and compliance.
